The Hunger Report 2019: An In-Depth Look at Food Insecurity in Singapore

Given the unprecedented changes brought about by COVID-19 on livelihoods and access to food, FBSG decided to follow up closely with The Hunger Report Part II to understand better how mindsets and needs have shifted in the midst of the pandemic. The study sought to determine whether families who were already food insecure faced greater challenges in having their food needs met adequately in the aftermath of Singapore’s “circuit breaker” period during the COVID-19 pandemic. 

What is Part 2 about?

The Hunger Report Part II: Targeting Specific Needs in the Wake of Covid-19 aimed to dive into how the food situation of previously identified food-insecure households has changed during the COVID-19 pandemic.

Conducted in two phases, the first phase focused on the impact of the COVID-19 pandemic on food-insecure households in Singapore while the second phase executed the most urgent recommendation made in The Hunger Report. The recommendations were targeted at the misalignment of food support services through the administration of a Needs Toolkit.

Key Findings

  1. From 2019 to 2021, the percentage of food insecure families receiving food support increased 
  2. NTUC vouchers and cooked meals were rendered to households in this phase for two months. With the NTUC vouchers there is a choice and Beneficiaries’ satisfaction increased
  3. 18.6% of the supermarket (NTUC) vouchers were spent on non-food products by the households, mainly on Toiletries and cleaning products. These households show a need for personal hygiene products.

Solutions for Change

In response to these findings, FBSG has developed several solutions to change the way we feed Singapore.

Bank Card Programme – A smart wallet pre-loaded with credits every month in which beneficiaries can redeem meals of their choice from participating F&B outlets and Food Bank’s Food Pantry at any time.

Feed The City Tap A Meal – An initiative that aims to empower beneficiaries the freedom to choose when and what they want to eat (through the Bank Card Programme?).

Food Pantry – A 24/7 automated platform that serves to dispense emergency food aid, both non-perishable and cooked food, to those in need at various HDB estates.
